Annual Budget Vote & Board Election • May 19, 2026

9:00 AM to 9:00 PM • District Office Lobby

Annual School Budget, Vehicle Purchase Referendum, and Board Election

Election Day will be held on Tuesday, May 19, 2026 between 9:00 a.m. and 9:00 p.m., in the lobby outside of the District Office, located at Lake Shore High School, 959 Beach Road, Angola, New York 14006.

Voters will cast their ballots on:

  • 1
    The Annual School District Budget for the 2026-27 School Year
  • 2
    A proposition for the purchase of replacement vehicles
  • 3
    The election of two qualified District residents to the Board of Education

The two candidates who receive the highest number of votes at the Annual Meeting will fill the expired terms of the two incumbents. These are three-year terms, from July 1, 2026 through June 30, 2029.

A voter must be a citizen of the United States

A voter must be eighteen (18) years of age or older

A voter must be a legal resident within the District for a period of thirty (30) days preceding the meeting or election at which he/she offers to vote.

A voter must not be otherwise prohibited from voting pursuant to Education Law Section 5-106.
Proof of Residency: Individuals who have not registered to vote in Erie County and who have not previously voted in a school district election will be asked to show proof of residency (e.g., driver’s license, non-driver identification card, utility bill, or voter registration card).
Ballot Access

Absentee, Early Mail & Military Ballots

The District Clerk automatically mails absentee ballots to voters whose County Board of Elections registration is marked “permanently disabled.” All other voters must submit an application to receive an absentee, early mail, or military ballot.

Applications can be picked up between 8:00 a.m. and 3:00 p.m. in the District Clerk’s office at Lake Shore High School. Please enter through the high school main entrance.

Seneca Nation Territory

Individuals residing on Seneca Nation of Indians territory must also meet these qualifications:

  • Eighteen years of age or older;
  • Born in the United States to a member of an Indian tribe, or having been naturalized or otherwise acquired citizenship;
  • Resided on the Seneca Nation of Indians territory for a period of thirty days prior to the election;
  • NOT be the parent or guardian of Native American children who are being educated in the Gowanda CSD or the Silver Creek CSD*.

*These parents or guardians are eligible to vote only in the district where their children are being educated.

Empowering Every Student

The proposed spending plan is built on a commitment to academic excellence, student safety, and comprehensive mental health support. This budget ensures our students have the technology, extracurricular opportunities, and instructional support needed to thrive in a modern learning environment while maintaining our district facilities.

Tax Levy Change 1.46% Anticipated
This proposal remains within the statutory tax levy increase limit. While the District sets the total levy, final tax bills are determined by municipal assessments and state equalization rates, independent of the school budget vote.

Transportation Safety

Reliable District Transportation

Authorization to replace high-mileage vehicles to ensure the continued safety and reliability of student transport and district operations. This standard fleet rotation is partially offset by State Aid.

Tax Levy Impact No Increase Anticipated
The maximum aggregate cost of $491,223.01 is to be raised by a tax upon taxable property, however, no tax levy increase is anticipated for Proposition 2 as it is expected to be partially offset by State Aid.

Martha Mangan

Candidate

My name is Martha Ruh Mangan, and together with my husband David, I have lived in Derby for over 30 years, where we raised our six children. I have spent many years working with children and families in this community, including running a children’s outdoor summer camp, volunteering as a community soccer coach and Scout leader, and serving as a first responder for the past 25 years. Those experiences have shaped my belief in the importance of responsibility, opportunity, and strong community support for young people.

I am excited to join the Lake Shore School Board because I believe our students deserve strong academics, honest communication, and real preparation for life after graduation. Whether a student’s path leads to college, trade school, technical training, military service, or directly into the workforce, our schools should help prepare them well. I believe families deserve transparency, careful decision-making, and leadership that keeps students at the center.

Michael Franey

Incumbent

I have been a resident of the Lake Shore Central School District for fifty-three years and a Lake Shore Central graduate. My wife Christine and I are the proud parents of Lauren who is also a Lake Shore Central graduate. I have been employed by the Town of Evans for the past thirty-one years as a Dog Control Officer and also previously served as a Dispatcher for the Town of Evans Police Department.

I initially ran for the school board nine years ago because, as a parent of a Lake Shore student, my family and I had many positive interactions and very few negative with the district faculty, staff, and administration. I always found that any issue that had arisen was handled in a professional manner. I wanted to become more involved in the school community and to have the chance to contribute to the operations of the district in a positive way.

During my tenure on the Board I have been involved in many district committees including the budget, policy, and administrative leadership committees. I am also an ECASB Legislative delegate and always an active advocate for Lake Shore Central School District and public education. I believe that I have been able to make positive contributions to the district and will continue these efforts. I will strive to continue to provide the best educational opportunities for the students, attempt to provide the faculty and staff with the needed resources, and continue to value the taxpayers hard earned tax dollars.

Gary Vassallo

Candidate

My name is Gary Vassallo. I am seeking a Lake Shore School board position. My wife and I are lifelong residents of the Town of Evans and attended Lake Shore Central School. Our son attended Lake Shore also. I am a retired NY State Correction officer, retired in 2014. Since my retirement I have worked security jobs as well as working lawns and grounds at Frontier Central School district. Leaving that position in June 2025 to get a security position at Delaware North in Buffalo.

My wife and I have been involved with the Lake Shore Music boosters since 2003. We have chaperoned numerous music trips with the band and participated in the Memorial Day parades and homecoming parades. I have also been on the chain crew for the home football games since 2001 (varsity) and all games now since 2024.
